Unsure if this is a bug or not. I seem to recall there being code to prevent a coach from being fired and then re-hired in the same season, however, not 100% sure on that.
This development would prevent any team from being able to make an offer or re-sign a coach that was previous fired by the pro or farm team in the same season.

If the coach was fired by the team in the current season, they will not be able to offer them a new deal or create a permission request.
Additionally, coaches are no longer applicable to the "Losing the Room" check if they are in their first season for coaching with the team.
Basically, new coaches can be hired and they will never have a chance at losing the room until their second season.
You can reset this by firing the coach for a FULL season and then rehiring them later. The same rule will apply there where they'll be considered a first year coach.
For example:
Season 1: coaches for Timbits (not allowed to Lose Room)
Season 2: coaches for TImbits
Season 3: coaches for Timbits (loses room halfway through season and is fired)
Season 4: hired by the Coffee Crisps (not allowed to Lose Room; however, this coach gets fired halfway through).
Season 5: rehired by Timbits (not allowed to Lose Room since in Season 4 they did not coach for the Timbits).
